本文介紹以科學為基礎的策略的 12 項要素或基本元素的系統框架。這 12 項要素分為以下三個類別或三個領域：1）知識產生。包括可靠的方案、準確的資料、扎實的分析及全面的綜合；2）知識交換。包括相關的內容、正確的翻譯、及時的宣傳及經調整的發行；3）知識吸收。包括可獲取的資料、可讀的資訊、積極的用戶以及有益的結果。
