本文介绍以科学为基础的策略的 12 项要素或基本元素的系统框架。这 12 项要素分为以下三个类别或三个领域：1）知识产生。包括可靠的方案、准确的数据、扎实的分析及全面的综合；2）知识交换。包括相关的内容、正确的翻译、及时的宣传及经调整的发行；3）知识吸收。包括可获取的资料、可读的信息、积极的用户以及有益的结果。
