Training and Technical Assistance for Compliance With Beverage and Physical Activity Components of New York City’s Regulations for Early Child Care Centers

The New York City Department of Health and Mental Hygiene’s Bureau of Child Care licenses 1,654 early child care centers, of which 8 were excluded for having unreliable data. Of the remaining 1,646, only 650 centers in high-poverty areas were selected. Only the 650 centers in high-poverty areas were included in the sampling frame, which excluded 10 of the DPHO centers. Of the 650, 260 centers were randomly selected (130 in DPHO neighborhoods and 130 in non-DPHO neighborhoods). Of these, 26 (10%) centers were ineligible because they had fewer than 10 children enrolled, had no children in the target age group (3 or 4 years), had only special needs children, had closed or were going to close, or were unreachable. Of the 234 eligible centers, 58 refused to participate, leaving 176 early child care centers in the final sample. Two centers had incomplete data, leaving 174 centers in the sample.
